On April 6, 2018, the Treasury Department’s Office of Foreign Assets Control (“OFAC”) issued a round of “sanctions” against Specially Designated Nationals (“SDN”) that named En+ Group PLC among 7 Russian oligarchs, 12 companies that they own or control, 17 senior Russian government officials, and 1 state-owned Russian weapons trading company and its subsidiary, a Russian bank. OFAC removed En+ Grup from the sanctions list in January of 2019, but was subsequently added to the Ukrainian 'blacklist' in March of 2019. On the initiative of the Ukrainian government, the Security Service and the National Bank sanctions were imposed on 294 legal entities and 848 individuals, En+ is among sanctioned legal entities, falling under three-year sanctions envisaging the blocking of its assets, restriction on its trade transactions, and a ban on the capital withdrawal from Ukraine.
